The four-minute ropeway ride whisks you up 532 meters to the summit of Mt. Tengu, where a panoramic observatory overlooks the port of Otaru, Ishikari Bay, and on clear days, the distant Shakotan Peninsula. In winter, the mountain operates as a compact ski resort with runs for all levels. The summit also houses a quirky collection of over 700 tengu masks, the long-nosed goblin figures from Japanese folklore. Come at dusk for sunset views over the harbor, then ride back down into Otaru's twinkling canal district.
