The Kobe Nunobiki Ropeway rises from Shin-Kobe Station through forested mountainside to a terraced herb garden perched high above the city. The gondola passes directly over Nunobiki Waterfall, which drops down granite cliffs in four stages and is counted among Japan's three most famous waterfalls. At the top, the herb garden spreads across themed terraces planted with over 200 varieties, with greenhouses, a perfume-making workshop, and herb-infused restaurant menus. The upper terrace gives a full panoramic view of Kobe's harbor, the city grid, and Osaka Bay stretching toward Awaji Island. Evening illumination events occasionally transform the garden into a different experience after dark.
